Business and Civic Leaders Discuss Downtown Tulsa's Future at Community Vitality Briefing

TULSA, Okla. — Business, civic and public safety leaders gathered Friday to discuss strategies aimed at strengthening downtown Tulsa, highlighting public safety initiatives, new business investments and long-term development plans.

The discussion took place during the Tulsa Regional Chamber's quarterly Community Vitality Briefing, an event created to encourage collaboration among stakeholders focused on downtown growth and development.

Blake Jackson, head of corporate affairs for Williams and president of the Williams Foundation, told attendees that Tulsa has an opportunity to build on its history of downtown investment through a coordinated effort involving business leaders, civic organizations and government officials.

Jackson referenced Williams' role in downtown Tulsa's development beginning 50 years ago, when the company constructed a 52-story office tower and later invested in entertainment and office projects that helped spur economic activity in the city center.

Public safety was a major topic during the briefing.

Tulsa Police Department Capt. Shellie Seibert and Maj. Mark Ohnesorge outlined several initiatives aimed at increasing police visibility downtown. Among them is a new patrol division expected to be operational by 2027, which will cover the Inner Dispersal Loop and nearby areas.

Police have also expanded the use of mounted patrols, utility task vehicles and electric bicycles. Officials said the e-bike program has improved officer accessibility and recently assisted in the apprehension of a suspect accused of carrying out a knife attack aboard a city bus.

Downtown economic development efforts were also highlighted.

A.J. Johnson, owner of Oasis Fresh Market, announced plans to open a full-service grocery store in the Arco Building in July, adding a new retail option for downtown residents and workers.

Emily Scott, interim president and chief executive officer of the Downtown Tulsa Partnership, provided an update on Downtown Tulsa Forward, a strategic investment plan completed in 2024.

The initiative outlines 41 projects with an estimated total investment of approximately $3 billion. Planned projects include railroad crossing improvements, development within the Cathedral District and enhancements to the Center of the Universe Plaza, where groundbreaking is scheduled for August.

Scott emphasized the importance of maintaining long-term planning and investment in public infrastructure to support continued private development and ensure downtown remains a key economic driver for the region.

Participants described the meeting as an opportunity to align public and private efforts aimed at shaping the future of downtown Tulsa over the coming decades.
